NCP raped Maharashtra for 14 years: Raj Thackeray

JALNA (MAHARASHTRA): Renewing his attack on the Nationalist Congress Party (NCP), Maharashtra NavnirmanSena chief Raj Thackeray Saturday accused the SharadPawar-led party of "raping" Maharashtra for the past 14 years.

"The NCP is holding all the crucial departments, home, irrigation, power and roads since 14 years. But what have they done so far? The NCP has raped the state," Thackeray said at a public rally in Jalna, 452 km to the east of Mumbai, in the parched Marathwada region.

Referring to the drought which has afflicted several parts of the state, Thacekray squarely blamed the NCP and the party's deputy chief minister Ajit Pawar for the current scenario.

"The drought has hit 72 per cent of the state. With another three months of summer to go the situation can well be imagined. In all these years, as many as 336 irrigation projects have been left incomplete and they need Rs 12,000 crore to complete. But, what are they doing?" he asked.

He alleged that if the projects are completed, then money will stop coming from the contractors.

Thackeray said that at least four big contractors became affluent overnight and demanded a probe into their assets.

When the state is confronted with such a severe drought, there is no need to hold the IPL matches in Maharashtra, he said.

Naming certain NCP and Bharatiya Janata Party legislators and parliamentarians, Thackeray accused them of being hand-in-glove in looting the state: "Why are the BJP-Shiv Sena silent in the face of such a serious drought reeling across the state?"

Pointing out that he was accused by the NCP of using abusive language, but the suffering people of the state are abusing it (NCP) even more. "I shall not be polite towards those who have been doing otherwise (looting) the state," he declared.

Shifting to election gear, Thackeray said that now the Congress-NCP has just one and half years left: "After my government comes to power, then where will Ajit Pawar go? Let them slap any number of cases against MNS activists, after we come to power, we shall withdraw all of them (cases)," he assured.

This was Thackeray's first and keenly watched public rally after his Aurangabad rally last Tuesday when his convoy was attacked allegedly by NCP workers. It direct fallout was MNS' retaliatory attacks on NCP offices in over a dozen parts of the state including Mumbai.

Thackeray had promised to "give a fitting reply" to the NCP at Saturday's rally and said he would now visit Pune - the Pawar family bastion March 7, followed by a tour of Vidarbha starting March 16.

Meanwhile, NCP state spokesperson Nawab Malik claimed that last week, the MNS had bought a used car for Rs.35,000 and then burnt it, according to police investigations.

"Same type stunt of stone-throwing on its leader's car by the (MNS) party workers and then blame NCP with the motive of attracting media and public attention. This is the real face of MNS," Malik said in a statement.

Ramdev's land row: Himachal govt offers out of court settlement

SHIMLA: The Himachal Pradesh government on Friday offered an "out of court" settlement with yoga teacher Ramdev on the issue of cancellation of land leased to his trust.

"Himachal Pradesh government is not averse to out of the court settlement with yoga teacher Ramdev on the cancellation of land leased to Patanjali Yogapeeth in case the Yogapeeth Trust makes any such offer," state revenue minister Kaul Singh Thakur said on Friday.

The offer came two days after the HP high court directed the state government to maintain status quo on Ramdev's land.

The court's February 27 order had come less than a week after the state government took possession of the land in Solan district alleging that previous BJP government had violated state's laws in allotting the plot.

"There is no question of any political vendetta and we are on a very strong legal ground and action to cancel the lease and resume the land has been taken as the land lease violated the norms and laws but at the same time, we are not against any amicable settlement," the minister said.

However, Thakur said that the state government would defend its action in the court.

He said that since trust has gone to the court, the offer for out of the court settlement has to be from the trust but for any settlement the government would carry out the evaluation of the property built up by the trust on the leased land on its own and then proceed further.

Thakur said the Congress, while in opposition, had opposed the then BJP government's move to extend 96.5 bighas of land on lease to Patanjali in violation of norms at Sadhupul in Solan district.

"It formed part of Congress's charge sheet against the then BJP government. That is why we have taken immediate action on it," he said.

Thakur said the government had followed proper procedures and would not like to demolish the structure raised on it.

Manik Sarkar, son of tailor, to be Tripura chief minister again

AGARTALA: Tripura chief minister Manik Sarkar, set to assume office for a fourth time after leading the Left to a huge electoral win, is the son of a tailor who still washes his own clothes.

An unassuming man, the 64-year-old got down to work no soon than he was declared the winner from Dhanpur constituency. He met CPM leaders and activists at Sonamura, 60km from here.

On Thursday, the Communist Party of India (Marxist) bagged 49 of the 60 seats while its ally Communist Party of India won one seat. The Congress finished with only 10 seats.

It was the best result for the Left since 1978 when the legendary Nripen Chakraborty-led CPM swept 56 seats. This time, Sarkar helped the Left Front increase its 2008 tally by one seat.

Undoubtedly, the "poorest" chief minister in India, Sarkar, according to documents filed with the Election Commission, has Rs.10,800 in cash.

In line with CPM rules, Sarkar gives away his salary to the party, which pays him Rs 5,000 a month.

He is probably India's only chief minister who does not own a home, car or bank balance worth mentioning.

He does not even have a mobile phone and has never used the red beacon on his official car.

Sarkar's wife Panchali Bhattacharjee, 62, who retired as a government employee in 2010, has Rs 22,015 in cash and Rs.24,52,395 as savings. The couple has no children.

She said her husband still washed his clothes every morning.

"My wife's pension can sustain us. My expenses are a small pot of snuff and a cigarette a day," Sarkar said.

After the death of his mother in 2009, Sarkar inherited a small house worth Rs.200,000 in Agartala. He donated it to his younger sister.

Sarkar's father Amulya was a tailor and mother Anjali was an employee of the state health department.

Sarkar joined politics in 1967 and was elected secretary of the CPM's Tripura unit in 1993.

A bachelor of commerce from Calcutta University, Sarkar was first elected to the Tripura assembly in a 1980 bypoll and again in 1983.

He is the second in the northeast to be the chief minister for 15 years or more after Gegong Apang of the Congress who ruled Arunachal Pradesh for 24 years over two periods (1980-99 and 2003-07).

On Thursday, Sarkar defeated his Congress rival Shah Alam by 6,017 votes. In 2008, Sarkar's winning margin was 2,918.

"This is a verdict in favour of development, peace and stability besides good governance," Sarkar told reporters.

According to a CPI-M leader, Left Front leaders will meet here Friday and decide when to form a new government.

Ishrat encounter case: Fifth Gujarat cop arrested

AHMEDABAD: The CBI arrested one more Gujarat policeman in connection with the alleged fake encounter killing of Mumbai teenager Ishrat Jahan and three others by Ahmedabad Crime Branch in 2004.

Anaju Chaudhary, a commando with State Reserve Police Force, was arrested here late last night, making him the fifth policeman to be taken into custody in the nine-year-old case.

He was then deputed to protect Tarun Barot, a suspended deputy superintendent of Police (DySP) who too has been arrested.

Chaudhary, at present posted at the office of Gujarat minister of state for home at Gandhinagar, has been booked for murder, conspiracy, illegal detention and abduction besides under relevant sections of the Arms Act, CBI sources said.

He was today presented before the Special CBI court, which sent him in CBI custody till March 4, rejecting the Central agency's plea for 14-day remand.

Explaining Chaudhary's role in the encounter, CBI said he had fired 10 rounds from his service weapon at the order of IPS officer G L Singhal, first police officer to be arrested in the case, but had not submited the empty cartridges.

"We suspect he was also involved in the conspiracy of the fake encounter and had not cooperated during his questioning earlier," CBI claimed in its remand plea.

Isharat, a 19-year-old student, along with Javed Shaikh alias Pranesh Pillai, Amjadali Akbarali Rana and Zeeshan Johar, were killed in an encounter with the police on June 15, 2004 on the city's outskirts.

Gujarat Police had then claimed all four were terrorists out to kill chief minister Narendra Modi.

Besides Singhal, who was taken into custody by CBI last week, other accused in the case are Barot, retired DSP J G Parmar and Inspector Bharat Patel.

Barring Chaudhary, all others were posted with Crime Branch at time of the encounter, which was later found to be fake by a Gujarat high court-constituted SIT.

Pak troops violate ceasefire to provide cover fire to militant; Army kills intruder

JAMMU: Pakistani troops violated the ceasefire on Tuesday to provide cover fire to a militant who was gunned down in a fierce gunbattle with security forces along the line of control in Rajouri district of Jammu and Kashmir.

"At around 1.45pm, troops guarding the borderline observed suspicious movements at Keri sector in Rajouri," PRO defence SN Acharya said.

Immediately the entire area was cordoned off by the troops as the terrorist fired indiscriminately at the Indian post, he said.

Fifteen minutes later, Pakistani troops violated the ceasefire and fired at the forward Indian post to give cover fire to the infiltrating militant, the PRO said.

"Our troops responded to the Pakistani fire. There was no casualty on our side," Acharya said.

At around 3pm, contact was established with the militant who opened fire and in the ensuing gunfight with the troops, he was killed, the PRO said.

Hyderabad blasts: NIA's claim baseless, alleges Bukhari

RAMPUR: Delhi's Jama Masjid chief cleric Syed Ahmed Bukhari has said investigation agencies have the tendency to name perpetrators of any bomb blasts in the country much before initiation and conclusion of their probes.

Referring to the recent Hyderabad blasts, Bukhari said the National Investigation Agency's claim that the evidence pointed towards involvement of the Indian Mujahideen in the bombings was baseless.

"If the investigators have pointed fingers towards the Indian Mujahideen, then let them declare the location of its office and disclose identities of its activists," said the cleric while interacting with media persons here last evening. Official statements are not supported with evidence, the Shahi Imam of Delhi's Jama Masjid said.

"The government machinery had arrested innocent Muslims after Malegaon, Mecca Masjid and Samjhauta Express blasts," he said. Sixteen people were killed and over 100 injured when two bombs placed on bicycles went off within minutes of each other at Dilsukhnagar area in Hyderabad on February 21.

No permission for Ramdev's rally in Himachal Pradesh

SHIMLA: The plan of Yoga teacher Ramdev to hold a rally in Solan district today received a setback after district administration refused to give permission for the February 27 meeting.

"We had changed the venue from Sadhupul to Solan and assured that the rally would be completely peaceful, but surprisingly, the MC Solan has declined to give permission for holding the rally at Thodo ground on February 27 as scheduled," Laxmi Dutt Sharma, state in-charge of Patanjali Yogpeeth said.

Even a private body which had committed to give its hall also backed out.

Sharma alleged that it was "obviously due the pressure from the state government that the hall owner backed out from his promise."

Solan MC turned down our request for Thodo ground and today Murari market management committee also said no to the trust after having agreed to facilitate the function at its hall and now we may have to hold the meeting at Sanatan Dharamsabha hall at Solan, he said.

He said it is astonishing that the government has turned so hostile towards us and inspite of the fact that as per the statement of chief secretary that there was no official ban on the entry of Ramdev, the administration was bent on creating conditions wherein no place would be available for holding the rally not even "indoor meeting", the in-charge said.

Meanwhile, chief minister Virbhadra Singh, before leaving for Delhi said, "Ramdev is welcome to Himachal Pradesh and government treats him as a respected yoga guru but now the land given to him has been taken over by the government after the cabinet cancelled the lease, Ramdev or his men would not be allowed to create any law and order situation.

Singh said that the government has given orders to the local administration to maintain law and order and not interfere with function of yoga guru.

On February 22, the Himachal authorities, in a swift but peaceful move, had taken over the land given to Ramdev's trust Patanjali Yogpeeth by the previous BJP regime, three days after the state government decided to cancel its lease.

BJP had yesterday said that the party will support any stir by the yoga teacher against the cancellation of the land lease.

Photography at bathing ghats banned at Kumbh

ALLAHABAD: The Kumbh Mela administration on Saturday banned photography at all bathing ghats at the religious congregation, officials said.

Vide a letter ST/SSP/C-14/2013 dated February 21, the senior superintendent of police (Kumbh) has directed all policemen and other security personnel on duty in the mela premises to ensure that no one was allowed to click pictures at bathing ghats.

Throwing the ghats off bounds for shutterbugs and photo journalists who have converged from all over the world and also the common man, the administration cited the clause 18 of the Sanyukt Mela Prant Adhiniyam, 1940 and has said that the high court had also issued directives on banning photography there.

Boards have also been put up at the bathing ghats informing everyone of the ban on photography, said a senior official. The additional mela adhikari of Kumbh told IANS that the ban includes photo journalists, media persons and also electronic media journalists who will now not be allowed to film the bathing.

The media centre officials were tight-lipped about the fate of the hundreds of passes it had issued to photo and video journalists to cover the mega event.

Allahabad divisional commissioner Devesh Chaturvedi, the senior most official overseeing the Kumbh, confirmed to IANS that the mela administration had indeed banned photography at bathing ghats.

"This has been done primarily to ensure that the directives of the high court are met with and also to stop unnecessary problems," he said, adding that the passes issued to photo journalists would only allow them to click "general pictures".

The order is likely to disappoint the camera fraternity into despair as hundreds of photographers are camping at the Kumbh to capture the momentous bathing scenes.

"I find this surprising as in the past month or so since the Kumbh started in January, it has been largely a media event where photographers were all around," said Sandeep Malkania, a New Delhi-based freelance photo journalist.

Many officials attributed the decision to the recent stampede at the Allahabad railway station that left 37 dead and the subsequent negative media coverage of the arrangements at the Kumbh following incessant rains. A French journalist was also detained for flying very low on a chopper to click some close shots of the bathing on Mauni Amavasya.

Police officials conceded in private that the decision was taken "majorly because of security concerns specially after the Mauni Amavasya stampede and the Hyderabad serial blasts".

"The clauses being invoked now and the court directives cited now have always been there but they are being enforced strictly now to avoid any major embarrassment at this juncture of the Kumbh when just a fortnight is left for its conclusion," said a senior police officer.

We are attacking problems across value chain of power sector: Scindia

The responsibility of lighting up the country today rests on the young shoulders of Jyotiraditya Scindia. Just three months into his new job, the power minister has set an electric pace to energise the sector. He shares his vision with ToI in a freewheeling interview with Sanjay Dutta:

About 24,000 mw gas-fired generation capacity is idling due to domestic gas shortage. This is threatening to turn more than Rs 1 lakh crore investment sour. What is the mechanism proposed by your ministry to make imported liquid gas-fired power affordable?

The problem is a little more complicated than you described. Gas plants today are running at 40% PLF (plant load factor or capacity). Almost a Gig (giga watt) capacity is completely stranded, not even idling. How do you resolve the situation?

I am 100 days into my job. What I am trying to do is resolve issues across the whole value chain of the power sector. That's generation, transmission, distribution and last mile. What we are trying to do is deal with issues in each and every bucket: We have dealt with FSAs (fuel supply agreement) of coal; dealt with issues with regard to NTPC -- that's reallocation of coal blocks; allocation of new coal blocks for 8,460 mw, or 42 mtpa (million tonne per annum), which would be done in this auction; whether it was the public issue of $2.3 billion; we've got approval for 2,600 mw for hydro projects from environment and forest clearance.

On the transmission side, we are trying to give independence and full autonomy to POSOCO (grid operator); we're looking at the clauses in the Electricity Act that need amendment to ensure that the incident (grid collapse) that happened last July does not happen again.

On the distribution side, we are trying to look at the FRC, where eight states have come on board, we have full commitment of those states. The only thing I need to get done is confirmation of the transitional financing mechanism from the ministry of finance. The moment we do that, close to Rs 1.2 lakh crore short-term liabilities will be rescheduled... 50% from the banks and 50% from the state governments.

I am also trying to bring out the creditory (rating) system for discoms where we will do the first half and a full year to show transparency and accountability to the lenders. It is also important that you don't have solution for all the power sector issues and you must involve all stakeholders.

In the last 100 days I have tried to do that and trying to fix mechanisms for the same. For the first time, in three months I've had three meetings with the Parliamentary Consultative Committee on power. I have set up an advisory group of bankers on Februray 5, I have also met the CERC and regulators to make sure that there is clear signal on the regulatory side, I will hold annual and semi-annual meetings with them..so that we have the message very clear and have annual meetings with them, I have also put together an advisory group which met on Februrary 19, which encompasses all the stakeholders in the power sector -- ex secretaries of coal, power and environment sector, renewable energy side, financing, institutional authorities.

What I am doing with them is attacking problems. Gas is an issue, availability is not there and the only solution that I can come up is to use imported RLNG, which you get for Rs 8 or Rs 9, as a substitute to diesel gensets which is costing the industry close to Rs 20 crore. I have put this up as an item to discuss with the advisory group.

Our next meeting is very much on SBD-2 which is on March 6 and I have already circulated the papers and have the sitting with them. And I am trying to get my hands on each part of the problem. If you ask me very candidly, I don't have a solution today...

The standard bid document for case-2 projects wherein state government gives land etc proposed by your ministry has universally been rejected by all promoters and nobody is happy with it. Why are you sticking with it?

There is lot of noise about SBD. You have to come out with a regime that makes sense for bankers, investors and it makes sense for all stakeholders, including state governments. SBD Case 2 is a very different product to SBD Case 1, where the state govt will give you land and a linkage, you are a developer, your return is based on the efficiency of your enterprise...we have put together parameters which are as transparent and accountable as possible...there is great deal of noise about is because all the facts and clauses are not known . I am taking this to EGoM as you know, based on the advisory group. I have told the stakeholders we are on the same side of the table... I will first meet with you, discuss it and will only then take it to EGoM, which is why we are meeting within two weeks we are having the second meeting with the advisory groups on the March 6.

Promoters are facing problems due to fluctuation in the rupee's exchange rate. Have you thought about any step to mitigate the problem?

As I said, I am right now concentrating on four things -- generation, transmission, distribution, last mile. Hedging in terms of foreign currency exposure is something, to be very honest with you, to which I have not applied my mind yet. I am not very clear, but not sure whether it really falls into my domain as power minister.

Projects using imported coal have been hit by a double whammy - rise in cost of imports and notices for paying Customs duty, even though the 2012 Budget had assured of an exemption?

I am discussing it with the FM. It's not a Budget item, it's off-Budget. We just need a clarification. The issue is of steamed coal Vs indigenous coal. I am aware of that. I am coming up the learning curve as soon as possible.

Hyderabad blasts: NIA, NSG teams flying to blast site, home secretary says

NEW DELHI: Elite teams of the National Investigation Agency (NIA) and the National Security Guard (NSG) will be flying to Hyderabad, which has been rocked by twin blasts that killed 10 people and injured 50, an official said.

"We have a news of two blasts. We have spoken to state chief secretary, DGP (director general of police) and governor (E.S.L. Narasimhan)," Home secretary R.K. Singh told reporters here.

"Ten people have died and 50 have been injured in the blasts," he said.

He said the state police chief is reaching the blast site, which has been cordoned off.

"Our NIA team is also reaching as it has a hub there. The NIA officials are there at the site. Our IG NIA is also going from here. The post blast investigating team of NSG is also going," he told reporters,

The two teams will fly at 9.30 p.m. in a Border Security Force plane, he added.

The near-simultaneous blasts occurred near two theatres in Dilsukhnagar, a busy commercial area in the southern part of city, about 15 km from downtown.

Police have not yet confirmed either the cause of the explosions or the number of casualties.

The first blast occurred around 7 pm near a tiffin centre opposite Venkatadri Theatre and the second near Konark Theatre. Both the theatres are about 500 meters from each other.

Railways needs high speed freight corridor to compete with road transport: IFTRT

CHENNAI: The Railways need to introduce mass level exclusive parcel goods trains across the country to provide fast, safe, time bound service, said a latest report by the Indian Foundation of Transport Research & Training (IFTRT).
The Railways should set up retail cargo booking and delivery outlets in collaboration with private entrepreneurs in commercial centres, markets and industrial areas in an effort to effectively compete with road transport.

"Parcel cargo booked through retail outlets and booking points should be linked to internet portal for location of cargo and its delivery to the consignors / consignees," said S P Singh, senior fellow and coordinator, IFTRT. "This will help trade and commerce to source railway parcel services at economical rates and pose direct competition to the powerful segment of goods parcel booking agents, and break their collective pricing behaviour, which is exploiting the consumers," he added. A expanding Railway with high speed freight corridors is key solution to rationalize logistic cost in India, the report said.

The Railways used to command nearly 80% freight share in 1952-52 while road transport comprised a meager 21%. In the ensuing half a century and more, it has slowly relinquished its preeminent position thus increasing India's logistic costs significantly. Currently road freight has 80% share as against rail having only 20% share. "Besides the retail parcel cargo share for road is over 95% and rail has almost 5% share," said the report.

There could be number of reasons for this reversal, but the gradual weakening of rail freight due to negligible investment on replacement and expansion of rolling stock, despite economies of scale and lower freight charges, has led to the rapid expansion of road freight/ truck transport. "The railways slackness has left the entire turf at the mercy of powerful unregulated mass of goods transport agents / transport contractors / common carriers, who on the one hand control and dictate the 85% of freight market by dictating terms with the consignors / traders and on the other hand have strong grip over the 5.6 million truck operators," said Singh.

There is a well knit network of 2.5 lakh good transport agents and common carriers in the country having almost Rs 4,00,000 crore annual turn over, which includes 1,40,000 crore of retail parcel / part load cargo. These common carriers have pricing power to dictate truck rentals and hiring charges across cities and towns. In contrast, almost 90% of truck operators own 1-5 vehicles only which offers them little elbow room or muscle, said Singh.

Tamil Nadu parties slam 'brutal killing' of Prabhakaran's son; Lanka says video 'half-truth'

CHENNAI: Leaders of various political parties in Tamil Nadu strongly condemned the alleged cold-blooded killing of the 12-year-old son of slain LTTE chief V Prabhakaran, purportedly featured by UK-based Channel 4, and demanded action against the Sri Lankan government.

MDMK leader Vaiko demanded an international inquiry into the killing of ethnic Tamils in Sri Lanka and said the forthcoming UN Human Rights Council meeting at Geneva should take a decision on it.

The Sri Lankan army has dismissed as "lies, half-truths, rumours and numerous forms of speculation" the pictures featured in the Channel 4 documentary.

Vaiko wondered why conscience of the people was not stirred even after witnessing "brutal killings" of ethnic Tamils by the Sri Lankan army.

PMK founder Ramadoss described the killing of Balachandran Prabakharan as "total brutality" by the Lankan army. Though there were several evidences of war crimes, countries like India did not act against Sri Lanka and gave a "red-carpet welcome" to its President Mahinda Rajapakse, he said.

"After the present evidence (released by Channel 4), the Indian government should take political and economic steps against the Sri Lankan government," Ramadoss said.

CPM state unit leader G Ramakrishnan and CPI leader D Pandian condemned the killing, saying the Lankan government is not ready for a probe in such matters.

"The Indian government should strongly approach the Sri Lankan government on this matter," CPM said in a statement.

Court issues production warrant for Haryana MLA Ajay Chautala

NEW DELHI: A Delhi court on Monday sought before it the presence of sitting Haryana MLA Ajay Chautala in a disproportionate assets case in which he is an accused.

Special CBI Judge Manu Rai Sethi issued the production warrant for Chautala for March 5 as he was not brought to the court from jail, where he is lodged after he was sentenced to a 10-year prison term in another corruption case.

CBI had in March 2010 charge sheeted former Haryana chief minister Om Prakash Chautala, Ajay Chautala and Abhay Chautala for allegedly possessing assets far exceeding their legal income between 1993 and 2006.

O P Chautala and Ajay Chautala were sentenced to 10 years imprisonment by a Delhi court on January 22 for illegally recruiting 3,206 junior basic trained (JBT) teachers in the state in 2000.

CBI had registered three separate disproportionate assets cases against Chautalas on a complaint by Haryana Congress leader Shamsher Singh Surjewala.

Earlier, all the three cases were being heard in different courts and were shifted to one court on CBI's plea that all cases be transferred before a single judge as their trials at three different courts will lead to inordinate delay in concluding them.

In its charge sheet, CBI had alleged that O P Chautala's wealth was 189 per cent more than his income of Rs 3.22 crore during the period.

CBI had also said that Ajay was possessing assets exceeding his legal income by 339.27 per cent. His legal income between May 1993 and May 2006 was Rs 8.17 crore, CBI had said, alleging he acquired assets worth Rs 27.7 crore.

According to the probe agency, Abhay owned assets worth over five times his income of Rs 22.89 crore as per income tax records during the 2000-2005 period. The agency has claimed he possessed Rs 119.69 crore worth of assets.

HYDERABAD: Declaring that he would mobilize six crore people over next one and a half years for his anti-graft campaign, Anna Hazare on Sunday said Jan Lokpal alone cannot root out corruption and called for comprehensive electoral reforms and empowering of village-level bodies.

Addressing a public meeting, he said his fight was for changing the entire system and called upon youths to join hands with him. The 75-year-old said Jan Lokpal can control 50 to 55 per cent corruption.

"What about the remaining corruption? That is why we are demanding right to reject a candidate (in the elections)," he said.

"If all five contesting candidates in an election are goondas, whom the people will choose? We are saying that you provide an option to the voters to reject them. If maximum number of voters reject the candidates, the election should be cancelled and these five should not be allowed to contest again," Anna Hazare said.

He felt this reform is a must to check corruption in elections and pointed out that a candidate is spending Rs 5 crore to Rs 6 crore in each election to bribe voters.

"They get power by using money, and money by using power. There is need to put an end to this vicious circle," he said.

He vowed to continue fight for Jan Lokpal and alleged that the government is not sincere in bringing the anti-graft legislation.

Hazare explained that the government initially turned down the demand to involve people's representatives in bringing the legislation. He also referred to the government's reluctance to bring middle and lower-level bureaucrats under Lokpal.

"For the next one-and-half years, I will visit all states to create awareness. I don't know if I will be able to awaken all 120 crore people but if I go around, I can mobilize six crore people who can force the government to change the system," he said.

Hazare claimed that the nation-wide campaign launched by Janatantra Morcha from Patna last month evoked good public response. He told the gathering that Morcha would be built from village level and that every person involved in it would be a leader.

He also clarified that nobody in the Morcha would be allowed to collect money.

Stating that he had been carrying on the fight for the last 30 years, the social activist said he had no fear of death. "I will feel honoured if I die while serving the society and the country," he added.

Irish hospital's doctors failed to treat Savita Halappanavar, leaked death probe report says

LONDON: Indian dentist Savita Halappanavar died as a result of a litany of failures by hospital staff, a leaked draft of a probe report said, proving her family's claim that her death was avoidable.

The report by Ireland's health ministry revealed that doctors caring for the 31-year-old dentist seriously failed to investigate, recognize and treat the infection which led to her death.

Savita died at Galway University Hospital last October 28 after she was admitted to the hospital on October 21 with severe backpain. She was 17-weeks pregnant and was found to be miscarrying.

An autopsy found she had died of septicaemia. The leaked health service executive (HSE) report published by Independent newspaper "proves" her family's claim that her death was avoidable as she had asked for an abortion several times before she died.

Doctors had said their "hands were tied" due to Ireland's strict anti-abortion laws as they could still detect a foetal heartbeat.

According to the leaked document, extracts of which were reported by the Irish media, the infection which led to Savita's death was not diagnosed for three days and that staff should have considered performing an abortion even before the patient asked for it.

Other failures included tests showing possible blood infection not being followed up by staff and general lack of clarity as her condition grew progressively worse.

Her husband, Praveen Halappanvar said he was in no "condition to make any statement. The family is shocked about the report being leaked".

His solicitor, Gerard O'Donnell said it is essential that he is given an opportunity to ensure there were no inaccuracies in the report on his wife's death at Galway University Hospital last year and demanded a copy of the HSE report before it is finalized.

"Here he is listening to the report into his wife's death being bandied about on the public airwaves and he hadn't even had a chance to look at it ... It is very insensitive that this happened to say the least ... However, from what has been reported as being taken from extracts from the draft report, it looks like what Praveen has said will be borne out. If what have been published really are extracts, then they appear to be accurate," he said.

Irish minister for health, James Reilly, has offered to provide Praveen with the final report before it is published but O'Donnell said that would be too late.

The HSE inquiry into the Indian national's death was established in November 2012 under the chairmanship of Prof Sir Sabaratnam Arulkumaran, head of obstetrics and gynaecology at St George's Hospital, University of London, who is expected to present its official findings by the end of this month.

The inquiry team at first included three staff members from the hospital in Galway but they were later removed and replaced following objections by Praveen.

The latest leaked draft report is dated December 27 and is the second major leak since a revelation last month that medical records confirmed Savita had requested a termination.

The full inquest into Savita's death is expected to begin on April 8 at Galway Courthouse but it may be delayed as requests for key documents from the HSE on behalf of Savita's husband have allegedly been ignored.

The case has re-ignited the debate around the Republic of Ireland's stringent anti-abortion laws and the country's Fine Gael-Labour coalition has said it would bring in legislation and regulation on the issue by the middle of this year.

PM extols Sonia in Meghalaya rally

SHILLONG: Prime Minister Manmohan Singh on Friday urged the people of the poll-bound state to extend their support to AICC chief Sonia Gandhi even as he promised to empower tribal governing bodies and improve women's representation in decision-making administrative units in matrilineal Meghalaya.

"Under the guidance of Sonia Gandhi, the UPA has been working hard for inclusive development of not only the northeast but all states and communities of the country, especially the backward, scheduled tribes and castes," Singh, who mentioned the name of the AICC president at least four times during the course of his short speech, said.

He added it was because of Sonia Gandhi's "concern for ordinary men and women" that the Congress-led UPA had been voted to power by the people of the country for the second consecutive term. Referring to the RTE, RTI and MGREG Acts, the PM also claimed that under the UPA, generation of employment in the country had been at an "unprecedented scale".

"The Congress-led UPA government at the Centre has always recognized the special needs of the northeast, which has been receiving three to four times more central assistance than the rest of India," Singh said at an election meeting at the Polo Grounds here on Friday.

Heaping praises on the Congress-led government in the state, Singh, who was flanked by chief minister Mukul Sangma on the dais, certified the state government for having delivered "transparent governance" and having "utilized well" the resources made available to it "under various flagship programmes of the Congress."

Praising the "extreme beauty" of Meghalaya and in general of the northeast, which has rich natural resources and "highly talented" people, the PM said he felt a "strong emotional attachment" with the region. "It is my privilege to represent one of the northeastern states in Parliament," Singh, who represents Assam in the Rajya Sabha, said.

Claiming that Meghalaya was one of the "fastest growing" states in the country not only in economic terms but also in infrastructure development, Singh eulogized chief minister Sangma's pet project, the Integrated Basin Development and Livelihood Promotion Programme.

Observing that Meghalaya was emerging as a "big tourist destination", the PM said improvement in road, rail and air connectivity would attract a larger number of visitors to the state. He said the Shillong-Guwahati, Shillong-Tura and Shillong-Silchar roads were being widened and the projects likely to be completed in the first quarter of 2014.

Chopper scam: Ex-air chief SP Tyagi used to brief us on tender developments, claim middlemen

NEW DELHI: The alleged middlemen in the deal for VVIP helicopters have claimed that the then Air chief SP Tyagi used to brief them on the developments in the tender, according to Italian investigators.

Haschke and Gerosa have reportedly claimed that Tyagi would keep them updated on the tender for the 12 helicopters during their meetings, which are believed to have taken place six to seven times.

They have also claimed that they had managed to modify conditions of the tender, including reducing the flight ceiling from 18,000 to 15,000 feet, which made Augusta's AW- 101 eligible for the bid, according to a report filed by investigators in an Italian court.

"(Guido Ralph) Hashcke and (Carlo) Gerosa, through the Tyagi brothers, in turn through their cousin ACM SP Tyagi, managed first to change the tender details, in a way to favour, modifying the "operational ceiling" from 18,000 to 15,000 feet of altitude, thus allowing AgustaWestland spa (which otherwise could not have even submitted an offer) to take part in the tender," the report said.

"They managed to introduce a comparative flight trial with non-functional engine, thus facilitating AgustaWestland helicopters, the only ones which had three engines. In this way they managed to get the contract to AgustaWestland," it alleged.

Tyagi has denied any wrongdoing although he has admitted having met one of the alleged middlemen at the residence of his cousin. According to the investigators, 21 million euros (about Rs 150 crore) were paid as kickbacks under the cover of engineering contracts reportedly through companies IDS Tunisia and IDS India.

Afzal Guru's family lawyers quit

NEW DELHI: Citing "unseemly controversies", ND Pancholi and Nandita Haksar Wednesday quit as the family lawyers of Afzal Guru, the parliament attack convict who was hanged here Feb 9.

"There have arisen unseemly controversies and we do not wish to be part of these discussions," Pancholi and Haksar said in a statement.

The duo were representing Guru's family members who have asked Tihar jail authorities to return them Guru's body buried inside the prison premises.

Pancholi and Haksar said they did not belong to any political party. However, they believed in engagement with the institutions and were working through them because there was no alternative, the statement said.

No merger with anyone, Raj Thackeray responds to Uddhav's offer

MUMBAI: Ruling out merger with the Uddhav Thackeray-led Shiv Sena, Maharashtra Navnirman Sena (MNS) chief Raj Thackeray today said he had no intention of aligning with anybody.

Speaking at a rally in Maharashtra's Kolhapur town, Raj said, "There is no thought now of any alliance. Do talks of alliance happen through newspapers?"

He was making a veiled reference to Uddhav's "merger offer" made through an interview in Sena's mouthpiece 'Saamana' last month.

In the interview, Uddhav Thackeray had said that he would welcome any offer of an alliance between his party and the MNS in the interests of the Marathi people.

Responding to a query on whether the cousins could come together, Uddhav had pointed out, "One cannot clap with a single hand. Tell me, can you?"

Asked what he would do if estranged cousin Raj approached him with a proposal for an alliance, Uddhav had said, "If someone is going to come wholeheartedly with Sena, I will welcome them."

Raj Thackeray split from the Shiv Sena in 2006 after his late uncle Bal Thackeray made it clear that his son Uddhav would succeed him as Sena chief. Last year, Raj had fuelled speculation about a patch-up, visiting his ailing uncle at Matoshree several times.

He also visited Uddhav in hospital when the latter underwent an angiography first, and then an angioplasty.

Raj also attacked migrants from other states, saying they indulge in crimes. "If they indulge in crimes here, teach them a lesson," he told MNS workers.

Raj praised the development work in Gujarat by Narendra Modi. "Why has Maharashtra not been able to emulate the development work in that state," he said.

Alleging that activists close to Maharashtra Home Minister R R Patil were threatening MNS workers and their family members, Raj said that if this does not stop, "We will threaten your (Patil's) family members."

Suspend, book cops who 'detained' Gilani: Katju

NEW DELHI: Slamming the police for "detaining" journalist Iftikhar Gilani on Sunday, Press Council of India chairman Markanday Katju on Monday asked Union home secretary to charge and suspend the cops if the allegations of "high-handedness" against them were correct.

In a letter to the home secretary RK Singh , Justice Katju also sought immediate institution of criminal proceedings against such officers under relevant provisions of IPC and grant of compensation and apology to Gilani for his alleged harassment.

He said the action against the cops should be initiated by the government within 48 hours.

The letter came after Gilani in an email to Katju complained that security agencies had illegally detained him on Sunday at the house of his father-in-law Syed Ali Geelani following the hanging of Parliament attack convict Afzal Guru and harassed him for many hours.

Syed Ali Shah Geelani is a Kashmiri separatist leader who heads the hardline faction of Hurriyat Conference.

Katju used the opportunity to ask police personnel to not carry out such "illegal" orders of their superiors, "otherwise they will be charged for serious crimes, and if found guilty, severely punished".

On Gilani's charges of harassment, Katju said, "They reveal great high-handedness and outrageous behaviour by the Delhi policemen concerned in harassing and tormenting Mr Gilani and his family, including his small children. These were the undemocratic and abhorrent methods of the Gestapo during Nazi rule.

The PCI chairman said, "If these allegations are correct, the concerned police officers ... as well as those higher ups who were instrumental in ordering these shameful and odious acts are prime facie guilty of serious crimes."

Katju said the incident was a "clear violation" of the Supreme Court directions.
